Individuals and families who:- were eligible for Ontario Works in the previous months, or
- are no longer eligible for Ontario Works because they received a payment for loss of income under the 1986-1990 Hepatitis C Settlement Agreement

- Community only accessible by air through Fort Hope Airport (Wasaya Airways) year-round, by water during warmer months or a 96-km ice road from community to Northern Ontario Resource Trail (extending north of Pickle Lake) main link road during winter months
