- Adults 18 years and older, with less than grade 12 English literacy level, working toward GED or high school diploma or in need of ESL support
- youth struggling with English reading and writing, including ESL
- current or former inmates of Toronto South Detention Centre
- must self identify as not being able to afford literacy training at for-profit centres
