- The Waterloo Region District School Board's special education program is founded on the philosophy that every student is entitled to an education in the most beneficial learning environment available.
Programs range from those that provide support for students in regular classrooms to those offered in congregated classes. More than 14,000 students receive some form of special education assistance each year. - Eligibility
