- Program ; Fee assistance may be available from Halton Region.CANADA-WIDE EARLY LEARNING AND CHILD CARE SYSTEM (CWELCC) OPCC is part of the CWELCC System that started in 2022. Since OPCC has been successful in becoming a provider under this program, families are eligible for a reduction on all base fees in the child's licensed program. Cancellation fees, late fees and one-time charges will not be reduced as they are non-base fees. The CWELCC system is for children 18 months up to and including 5 years. * Fee assistance available ; assistance is provided by Halton Region.
